"Patients in Canada and the United States filled opioid prescriptions within the first 7 days after discharge at a rate nearly 7-fold higher than individuals in Sweden. Even though the frequency of prescriptions filled in Canada and the United States was similar, US patients received significantly higher quantities of opioids as measured by total MME dispensed compared with patients treated in Canada. While there were differences in the type of opioids prescribed, higher amounts were prescribed in the United States across all medication types."

That's because big Pharma has kicked back to Hospitals and Doctors and Dentists.

Back in 2007 I had 3 surgeries. 2 of them I ended up spending over a week in the hospital waiting for my bowels to start working again. Of those two long stays I only took pain meds for the first 2 or 3 days. The last time I was discharged a Dr. came in to release me and wrote a prescription for 30 day supply of Percocets. I asked him if he had read my chart and he said why. I told him if he had read the chart he would know that I hadn't taken or needed pain meds for 5 days. He wrote the prescription anyway. I tore it up.
