So, the Indians (the woo woo kind) want to direct traffic away from them on state highways and the governor is saying they dont have such authority....then the cheif andmthe governor battle rapped.

Those two tribes collectively control 10% of South Dakota's entire landmass. I'm sure the vast majority of that is an empty shithole, but still.
