A certain president does not want direct comparisons with another certain president who lost 2 extraction teams in an unfortunate collision in Iran some decades ago. So C-130s for insertion, helis for extraction. Halves the risk of a Jimmy Carter moment. Aircraft burnout seems pre-planned by how complete it was.
