Russia’s Central Election Commission said on Sept. 21 that 100% of ballots had been processed, Russian news agency Interfax reported. The two other candidates — Ismail Denilkhanov, chairman of Chechnya’s Public Chamber and a candidate from A Just Russia, and regional lawmaker Khalid Nakayev of the Communist Party — each received 0.05%, according to the commission. Kadyrov, who ran for the ruling United Russia party, has led Chechnya since 2007. The officially reported result exceeds his previous vote shares. Russia’s election authorities said Kadyrov received 99.7% in 2021 and 97.94% in 2016, Meduza reported. Independent verification of election results in Chechnya has long been severely constrained. Reports about Kadyrov’s health have circulated for several years. Novaya Gazeta Europe reported on April 22, 2024, citing sources, that Kadyrov had been diagnosed with pancreatic necrosis in 2019. Kadyrov subsequently published videos portraying himself as being in good health. The reported diagnosis has not been independently confirmed. On May 6, 2025, Kadyrov said he had asked to be relieved of his position as Chechnya’s leader and hoped the request would be approved. He had made similar public statements about potentially leaving office in previous years but remained in power. Independent Russian investigative outlet Important Stories reported on Jan. 23, 2026, citing sources close to the Kremlin and others familiar with Chechen affairs, that officials in Moscow and Chechnya were discussing possible succession scenarios amid renewed reports about Kadyrov’s health. The Kremlin has not publicly announced a succession process. Russia holds first State Duma election since full-scale invasion Russia held its State Duma election from Sept. 18-20, the first parliamentary vote since Moscow launched its full-scale invasion of Ukraine in February 2022. The election took place in a tightly controlled political environment. Russia’s Supreme Court disqualified the federal party list of the liberal Yabloko party, which has advocated ending the war, ahead of the vote. Some Yabloko members, however, remained candidates in individual constituencies, Reuters reported on Sept. 19. Russia also organized voting in Russian-occupied parts of Ukraine. Ukraine’s Foreign Ministry said in a Sept. 18 statement that voting held on occupied Ukrainian territory was illegal and could not create any legal basis for extending Russian jurisdiction over those territories. Preliminary Central Election Commission figures released on the morning of Sept. 21 gave United Russia 57.82% of the nationwide party-list vote after 83.52% of protocols had been processed. United Russia candidates were also leading in 208 of 225 single-member districts, Meduza reported on Sept. 21, citing the commission. The figures were still preliminary. Russia’s Central Election Commission was expected to announce the final results on Sept. 25, the Institute for the Study of War (ISW) reported. ISW assessed in its Sept. 20 report that the Kremlin was presenting the initial results as evidence of broad public support for Russia’s war against Ukraine. The institute described the results as “pre-determined” and cited reports from Russian election observers of ballot stuffing, pressure on voters and restrictions on observers.
