Create some 'family friendly' beaches and make the rules there more strict and let people go where they want... maybe put up some signs before going into the ones with less restrictions on which type of beach it was so people know what they're in for

This is a democracy. If there is enough demand and it isn't something discriminatory I think there is some obligation to accommodate. Is there enough of a demand? I don't know, I really wish there wasn't... I think there is way too much censorship/coddling as it is.

"If there is enough demand and it isn't something discriminatory I think there is some obligation to accommodate." again, i agree. pick part of the beach to be the 'family beach', the rest 'beach'. if the 'family beach' ends up being deserted, then make it smaller. if it ends up being packed, make it bigger. if it ends up being close to the same (+/- 25%, people by area), then leave it be.
