Given how many people will intentionally be useless wastrels since they are guaranteed the job, yes, I would say it's unsustainable. This is a major problem with politics. Politicians don't understand that idealism doesn't work in the real world. People who take pride in their work and actually show up should be able to make a living wage at minimum. That doesn't mean everyone deserves a job.
