Actually, it's more that he's one of the last people standing who could reasonably do the job. Particularly as the Tories appear to have adopted a kind of power sharing agreement more common for countries emerging from deep internicene ethnic conflicts which means Rudd needs to be replaced by a remain supporter.

Home office is one of the big three.

So it has to be another remsin cabinet minister of some stature.

It's really got to be him, Gauke or Hunt.

Hunt is loathed by the public and resisted being reshuffled only a few months back.

Yup, as business secretary at the time of the referendum (and then having responsibility for trade) he needed to very quickly convert to the brexit cause to be credible to remain in post. He needed to have worried as may packed him off to look after local government and housing anyway.
