While the articles are recent they are talking about a request made back in April or May. That request would have come out of the military budget and at that time the plan was to build the tent cities on no longer used military bases. From what I have seen since the Pentagon said no to providing the tent cities President Trump has not said the military will build then instead saying the government would build them. So while true the story is old news.
