We haven’t been raking our forests (what I know of) so it can’t be that. I think maybe it is a combination of that 1) people actually evacuated, and 2) people evacuated in time. If you choose to stay in the area and refuse to evacuate, or if you are not being warned in time, of course people are going to die.
