Had the seal been broken on any of the ballot boxes? If not, then they are secure as per normal safety guidelines for such things.

The only ***POSSIBLE*** way to know that for sure is to have been there when they were first delivered.

In Maine we have, for the first time, Ranked Choice Voting for national offices.

In the case of the need to count the votes to find a winner. All paper ballots are escorted Augusta by State Police Officers.

There is one of the races that are being decided by RCV currently. The second district in Northern Maine.
The incumbant (R) Bruce Poliquin has 46.5%
The challenger (D) Jarred Golden has 45.5%
The next challenger has 6%
The last challenger has 2%

the second choice on the ballots of the final 2 candidates will determine the outcome of the race.

The winner has to have over 50% of the vote.

LePage didn't agree to it. It was put into a state referendum. The voters chose it.
The Republicans are all squirming and crying because they believe that Golden is going to win a majority of the 8%. That is if you believe the exit polls.
I'll wait and see for sure.

One thing with this system, it is a lot cheaper than having a run off election.

The winner of the communist party has no say in who his voters pick as a second choice, or third choice for that matter.

The voters are still making a choice.

I understand that to mean that if the communist party occupies that position it would be his/her choice who is the winner.

That is assuming the communist party qualifies for your ballot. I have seen them on the California ballot usually every election.
