This isn't that new.

They've used a plasma treatment of copper to create what is called an activated surface and give copper some of the same catalytic properties as gold.

Elemental catalysts have a natural electron structure at the surface of the metal that interacts with certain chemicals in a way that provides a low energy pathway for a reaction to occur which would normally either require high temperatures or pressures or occur only at very low rates.

But you can also modify the structure of a substance to do the same. Enzymes work that way: a particular shape molecule forces certain electrons to have a particular set of energies to catalyse certain reactions.

Modifying the surface of some elements to create a nano scale structure, can do the same trick. The benefit being to replace high cost elements like platinum and palladium and gold with cheaper alternatives, or fine tune the catalyst to be more selective of one type of reaction over another (as enzymes are). It's still fairly hit and miss.

So it's cool, but innovative only in the sense this is a specific case of something that's been done lots over the past few decades.
