It's probably because his powers have been limited; the true enemies of the Republic prevent Trump from realizing his vision. Rome needs to appoint fully its God Emperor Caesar — Princeps, Imperator, Primus inter pares — with full discretionary powers so that he can make decisions for the will of the entire Republic as well as for small regions within the Republic. For Baltimore, this could mean provisionally replacing Elijah Cummings with a Trump loyalist General who has had success in Asia Minor. The Democratic party and its CNN propaganda machine could be disbanded and send to Gaul to fight the barbarians. Without these Palatine Hill bureaucrats, Trump's Wall could be built, order could be restored to the Republic, and spoils could be returned from the edges of the Empire.

Context is everything. Randomly calling Baltimore shitty isn't racist. But going after a black representative and then calling his city infested and having a long history of racism (Central Park 5) and then doubling down on that racism/ignorance: "They admitted their guilt."

That's racism.

So you might not be outright racist but if you're constantly enabling it by finding dumb excuses after the fact, that's not much better.

We have plenty of evidence that Trump is racist, there's no need to make assumptions. It also makes no logical sense to put blame on a member of Congress for how their home city is fairing. As a member of Congress, Cummings isn't running Baltimore.

So we can conclude:
- Trump is racist (previous evidence)
- putting the onus on Cummings to clean up Baltimore is as logical as putting the onus on Trump
- this most recent comment may or may not be racist, but the context and secondary evidence suggests that it is, even if it's the begnin kind (or, accidental)
- any potential racism wouldn't be in calling Baltimore a shithole, but in how the comment was weaponized

So basically there’s almost no evidence that the Tweet was racist. Just flimsy context and confirmation bias, not any present and actionable words within the Tweet itself. Even an absolutely confirmed standing member of the KKK can point out that Nancy Pelosi and Cummins do not live in well-managed districts, and it would not be racist *unless* the KKK member added something like, “It’s because they’re black” (Pelosi as an honorary black person?).

Trump doesn’t seem to have pointed out Cummins’ race in his Tweet. More likely we’re looking at the Trump man-child having felt insulted by a Democrat, learning that that Democrat does in fact live in the #1 most dangerous populous city in the country, and taking to his complaint machine to strike more blows. There’s a quotation about not attributing to maliciousness what can be attributed to incompetence, and I think Trump’s incompetence is probably a more likely factor here if we really want to talk context.
