Why are governments, which have killed tens of millions of their own citizens in the 20th century, considered less of a threat to peoples' lives than a random yahoo with a gun, who can kill dozens at most?

More government control over the citizenry isn't needed.

Especially now that the Democratic party have endorsed far-left radicals with dictatorial proposals such as cracking down on opposition campaign funding sources, packing the judiciary with compliant judges, abolishing the Electoral College, and radically transforming the country with shit like the Green New Deal and making corporate boards answerable to the government.

Patriotic citizens need the means to defend themselves against such tyrannical individuals.

The real trick is to reduce the number of guns in the hands of psychos. Perhaps only heads of families should own these guns. Another method is to have local gun clubs or citizens bodies vouch for owners good standing. But that would be "racist" im sure.

apparently as a sophomore the shooter was found to have a notebook with a list of people who he wanted to rape, kill and skin their bodies... police removed him from the school bus at some point... he was gone for a year then returned & finished high school

And that gun was altered to be able to shoot that fast. It was not a legal weapon. A law abiding citizen would not have had it.

Won't help in these latest cases but I think we need a program like the NRA's Hunter Safety Course. Before you can buy a hunting licence you have to pass a gun handling course. The course was taught in third grade where I went to school.

maybe we should have a gun handlers safety course all people wanting a gun would have to take. Should be cheap or even free. I'm guessing most gun clubs would be willing to host a class at little to no cost. You only need to take it once and then can go about buying guns as normal. Background checks in place now would still be in place.
Doing this might lower the amount of accidental gun deaths. Also if you could convince people that don't really intend to purchase a gun to take it they might not be quite so afraid of guns.
You would still need the separate classes states provide to conceal and carry.
