Exclusive: Amid crisis, China rejected Hong Kong plan to appease protesters - sources
James Pomfret, Greg Torode


HONG KONG (Reuters) - Earlier this summer, Carrie Lam, the chief executive of Hong Kong, submitted a report to Beijing that assessed protesters’ five key demands and found that withdrawing a contentious extradition bill could help defuse the mounting political crisis in the territory.

The Chinese central government rejected Lam’s proposal to withdraw the extradition bill and ordered her not to yield to any of the protesters’ other demands at that time, three individuals with direct knowledge of the matter told Reuters.

China’s role in directing how Hong Kong handles the protests has been widely assumed, supported by stern statements in state media about the country’s sovereignty and protesters’ “radical” goals.

Beijing’s rebuff of Lam’s proposal for how to resolve the crisis, detailed for the first time by Reuters, represents concrete evidence of the extent to which China is controlling the Hong Kong government’s response to the unrest.

The Chinese central government has condemned the protests and accused foreign powers of fuelling unrest. The Foreign Ministry has repeatedly warned other nations against interfering in Hong Kong, reiterating that the situation there is an “internal affair.”

Lam’s report on the tumult was made before an Aug. 7 meeting in Shenzhen about the Hong Kong crisis, led by senior Chinese officials. The report examined the feasibility of the protesters’ five demands, and analyzed how conceding to some of them might quieten things down, the individuals with direct knowledge said.

In addition to the withdrawal of the extradition bill, the other demands analyzed in the report were: an independent inquiry into the protests; fully democratic elections; dropping of the term “riot” in describing protests; and dropping charges against those arrested so far.

The withdrawal of the bill and an independent inquiry were seen to be the most feasible politically, according to a senior government official in the Hong Kong administration, who spoke on condition of anonymity. He said the move was envisioned as helping pacify some of the more moderate protesters who have been angered by Lam’s silence.

The extradition bill is one of the key issues that has helped drive the protests, which have drawn millions of people into the streets of Hong Kong. Lam has said the bill is “dead,” but has refused to say explicitly that it has been “withdrawn.”

Beijing told Lam not to withdraw the bill, or to launch an inquiry into the tumult, including allegations of excessive police force, according to the senior government official.

The second individual with direct knowledge of the matter, who has close ties with senior officials in Hong Kong and also declined to be identified, confirmed the Hong Kong government had submitted the report.

“They said no” to all five demands, said the source. “The situation is far more complicated than most people realize.”

The third source, a senior Chinese official, said that the Hong Kong government had submitted the report to the Central Co-ordination Group for Hong Kong and Macau Affairs, a high-level group led by Politburo Standing Committee member Han Zheng, and that President Xi Jinping was aware of it.

The official confirmed that Beijing had rejected giving in to any of the protesters’ demands and wanted Lam’s administration to take more initiative.

In a statement responding to Reuters, Lam’s office said her government had made efforts to address protesters’ concerns, but did not comment directly on whether it had made such a proposal to Beijing, or received instructions.

Written questions to China’s Foreign Ministry were referred to the Hong Kong and Macau Affairs Office (HKMAO), a high-level bureau under China’s State Council. HKMAO did not respond to a faxed request for comment.

Reuters has not seen the report. The news agency also was unable to establish the precise timing of the rejection.

The two Hong Kong sources said the report was submitted between June 16 - the day after Lam announced the suspension of the extradition bill - and Aug. 7, when the HKMAO and China’s representative Liaison Office in Hong Kong held a forum in nearby Shenzhen attended by nearly 500 pro-establishment figures and businesspeople from Hong Kong.

The question of Beijing’s influence strikes at the heart of Hong Kong’s “one country, two systems” governance, which promised the city a high degree of autonomy and wide-ranging freedoms that don’t exist in mainland China.

More than two months of protests have embroiled Hong Kong in its most severe crisis since the former British colony returned to Chinese rule in 1997.

What began as a movement to oppose the extradition bill, which would have allowed people to be sent to China for trial in Communist Party controlled courts, has morphed into a broader campaign for greater rights and democracy in a direct challenge to Beijing.

‘HER HANDS ARE TIED’

Ip Kwok-him, a senior pro-Beijing politician who sits on Hong Kong’s elite Executive Council, which advises senior officials, including Lam, told Reuters that “if the central government won’t allow something, you can’t do it.” Ip did not know about the proposal to withdraw the bill.

A senior businessman who attended the Shenzhen meeting and has met with Lam recently said “her hands are tied” and Beijing wouldn’t let her withdraw the bill. The businessman spoke on condition of anonymity because of the sensitivity of the matter.

At the Shenzhen meeting, Zhang Xiaoming, the head of the HKMAO, said in televised public remarks that if the turmoil persisted, “the central government must intervene.”

Since then, there have been signs of Beijing taking a harder line.

For instance, officials have likened some protests to “terrorism,” Chinese paramilitary police have conducted drills near the border, several Hong Kong companies have been pressured to suspend staff supporting the protests, and security personnel have searched the digital devices of some travelers entering China.

On Friday, Joshua Wong, a prominent democracy activist, was arrested, according to his political party, Demosisto.

Cathay Warns Staff to Stay Away From Hong Kong General Strike

Cathay Pacific Airways Ltd. warned employees not to take part in a Hong Kong general strike planned for next week, underscoring companies’ efforts to limit the damage from the city’s months-long protests and avoid falling afoul of Beijing.

Those participating in the strike called for Monday and Tuesday risk getting fired, Tom Owen, director of people at Cathay, told staff in an internal memo confirmed by the airline. The carrier expects employees to report to work and will monitor attendance closely, according to the memo. It reiterated that it has zero tolerance for any support or participation in illegal protests.

“Cathay Pacific Group does not approve of this strike,” Owen said in the memo. “Any participation during working hours would be prohibited and would constitute a breach of your employment with the Cathay Pacific Group. Any breach of policy or regulatory requirements will be investigated and may lead to termination of employment.”

Cathay has become a symbol of the danger companies face in Hong Kong as they seek to steer clear of angering Beijing -- Chinese authorities imposed a swathe of demands on the airline for its workers’ participation in the demonstrations. At least seven employees have left the carrier in the turmoil and Chief Executive Officer Rupert Hogg resigned abruptly to take responsibility for the airline’s troubles.

Chinese military's rotation of new troops to Hong Kong garrison raises alarm

China claimed Thursday that the addition of fresh military troops to the Hong Kong garrison was simply a military rotation, sparking skepticism among US officials and widespread concern in Hong Kong, demonstrating how tense the city is ahead of a 13th consecutive weekend of anti-government protests.

Chinese Defense Ministry spokesman Ren Guoqiang said the China's People's Liberation Army troop "rotation" in Hong Kong was a "routine arrangement." China has stationed troops in Hong Kong since it was turned over to the Chinese in 1997 from Great Britain.

The spokesman said the timing of this year's rotation was "similar to previous rotations" and "was decided based on the order of the Central Military Commission and the defense needs of the Hong Kong Special Administrative Region." He dodged a question about whether the number of troops and the amount of equipment have increased since the latest rotation.

The People's Liberation Army troop movements were carried out in the dead of the night and took place at the same time as a rotation of the garrison in neighboring Macao. They were announced by Chinese state media early Thursday morning.

If China wants to be treated like a civilized country where the rule of law exists, maybe it should start acting like one.

The protests are about that government not having a legitimate mandate to govern, you fool. Since HKers have been denied the right of holding free and fair elections to determine their leaders, protesting is one of the only avenues available to them to express their feelings on the government. And apparently, even that option is now under threat.

The Civil Human Rights Front said Mr Sham was attacked in a restaurant by two masked men carrying a baseball bat and a knife. A friend who protected him was sent to hospital. Police have said they are investigating an alleged assault.

Mr Chung, meanwhile, said he was attacked in an outlying neighbourhood of the territory by four men carrying iron poles and umbrellas while he was being interviewed by a reporter. He and the reporter were taken to hospital. Police said an incident fitting Mr Chung’s description of the attack had been reported to them.

Humanitarian Crisis in Hong Kong

To people all around the world,

We, Hongkongers just experienced a terrorist attack planned and executed by our Hong Kong Police Force. At about 10pm today, our police force rushed into the railway system in Prince Edward station, got in to the carriage and indifferently beat up all the people in it regardless they are protesters or simply passengers. They ignored the weapon guidelines and fired pepper spray/tear gas in the carriage which is in fact lethal. Also, they beat up innocent people causing them seriously wounded. Some passengers kneeled before them asking them to stop but the response they got were beaten even harder. Meanwhile, the police haven’t arrested the passengers after. This shows that the only purpose of their brutality was to sort their anger to violence but not dispersing the crowd.

We, Hongkongers are experiencing a humanitarian crisis and we hope that people all over the world can help us in anyways you can think of. Thank you and we will stay strong.

Actually it's quite funny. Before Beijing backed down via its puppet, the mainland media was very vocal. I just came back from there (Place has changed. Everything is either brand new or visibly crumbling. This is in a major city) and since Beijing's blink, they've gone dead quiet.

Plus, we're seeing that violent protests work.

I've got no doubt that the PLA will come in, but the CCP's hesitation and indecision shows they know exactly how damaging that'll be to them.

If the Chinese economy goes, the CCP goes. If the CCP goes, because Pooh Bear removed every last peaceful way of changing who's in power, it goes violently. Civil war in a country of 1.4 billion is very possible.

And then.... Quite possibly bye bye PRC. Hello a bunch of independent republics. Only one of which (HK, Macau and probably the greater bay area) the rest of the world will have any interest in helping ever again.

Sadly enough, this crazy system has the talent to select as the winner a candidate who failed to win a majority of the overall votes. In 2000, George W. Bush was second to Al Gore by 543,895 votes. In 2016, Donald Trump was second to Hillary Clinton by 2,868,691 votes. Now the world, you see, will just have to learn to live with this “loser”.

Is the Hong Kong system for selecting its leader so categorically different? By the end of the month, the 1,194-member Election Committee is to produce, by majority decision, the next chief. Mathematically, that is close to one elector per 6,000 people; by comparison, the US has one elector for every 600,000 people. Choose the system you like better.
Ten years ago, in Singapore, the late Lee Kuan Yew was wondering about Hillary Clinton, who at that time looked a slam dunk to become US president someday. How good was she? I shot a glance at the university colleague with me in Lee’s office at the Istana, the government palace, and we agreed: she’s good enough. Lee mulled that over: “Good enough? Well, good ... Because anyone you elect president, we in Asia have to live with.”
Similarly, anyone selected by Hong Kong as its next leader, the rest of us will have to live with. This means that if the leader is popular and can govern well and keep relations with Beijing steady, we are all winners. Then, Hong Kong stays the shining jewel and avoids turning into ... a Taiwan in diapers.
But if the next leader is problematic – whether incompetent or in other ways – then it becomes an international problem and we are all losers, especially relations between China and the US, as American public opinion of China will very probably sour.

Let’s look at Beijing’s record in pulling the strings. The about-to-leave Leung Chun-ying, widely disliked, is publicly unimpressive but is almost a paradigm of the ideal for Beijing: an administrator who takes orders. His predecessor, Donald Tsang Yam-kuen, was a distinctly capable technocrat but, due to the recent conviction for malfeasance in office, finds himself in a jail cell in Stanley Prison, praying that his lawyers can come up with a miracle. The first post-handover chief executive, Tung Chee-hwa, was booted out by public pressure in 2005. Wile he remains civically active and in Beijing carries on as vice-chairman of the Chinese People’s Political Consultative Conference, he was also far more of an administrator than a leader.
It’s a near certainty that none of Hong Kong’s first three chief executives will be crowned by history as great Chinese leaders, in the company of Zhu Rongji ( 朱鎔基 ), Zhou Enlai ( 周恩來 ) and others.

Accordingly, Carrie Lam would seem to fit nicely into this unthreatening tradition of mediocrity – as John Tsang very well might not. “Don’t rock the boat” is the course Beijing wants. But probably what it will get instead is the opposite: endlessly turbulent political waters that will sink a hapless Lam, as they have Leung and Tung.
Since taking over in 2012, the Xi government has made a number of commendable decisions. This is not one of them. Is it too late to switch Beijing’s fateful finger of favouritism to Tsang? For, in pushing Lam over Tsang, Beijing is playing a losing game. You’d hate to see Beijing make a major blunder in its custody of Hong Kong. But such appears to be looming. Please think this one through again, Beijing.
