Fair use under parody would apply to the use of the image. It is the editing of the image that would allow for it being characterized as fair use.

Consider the amount of time and money that the photographer used to create that picture, and the fact that the photo is UNIQUE – it can not be re-created.

And then some idiot comes and steals your work, using it and defiling it without the right to it.

Trump has no respect for other people’s peoperty rights. Very anti-American.

Paramount, copyright allows for fair use. One of the potential aspects for fair use is for the new work to not interfere or infringe on the marketability of the original work. Trump's Photoshop isn't going to compete with Rocky IV in any way on the market. Nobody is buying the picture, it just sits on the internet.

Now if Trump tried to sell posters of his Photoshop, that would very likely become a violation, as it is now in competition with the original work.

He tweeted the photo on the internet. Giving it away, spreading it to maybe millions of people. That is basically the same thing. Or it should be. He may not get money directly, but he did this to gain something, which in turn may earn him moneys.

An example of what hood is saying. Berke Breathed who draws Bloom County had on his facebook page a photo of President Trump (and other politicians) wearing a Bill and Opus for president t-shirt. That was fine. Someone on his marketing team that didn't know better decided to use the photo on the merchandise page and that one came down real quick. Same shopped photo but different uses.

If you do knowingly use a copyrighted image to profit without permission the owner of the copyright can sue for all profits plus a large fine.

they probably didn't hear Trump didn't want to sign the bill (as he couldn't care less about human rights, & just wants his trade deal)... but there was a veto-proof majority

so he put out a pathetic statement to try to apologize to Xi:
