Even with the 2017 tax reform, the top income tax rate of 37% is higher than it was in 2008. The real problem (for anyone wanting to reuse the countermeasures employed to fight the last recession) is that the Fed already has a heavy balance sheet and not much room to move interest rates. Every time they tried to fix that, the markets panicked.
