Huawei: Ministers signal switch in policy over 5G policy

The government has signalled it is set to take a tougher line against Chinese telecoms equipment-maker Huawei.

A review is under way into how forthcoming US sanctions would affect the UK's continued use of its products.

"Given that these sanctions... are extensive, it is likely to have an impact on the viability of Huawei as a provider for the 5G network," said Digital Secretary Oliver Dowden.

He added he wanted Samsung and NEC to become 5G network kit providers.

They would help make the UK's mobile networks become less dependent on the other two suppliers: Ericsson and Nokia. Mr Dowden said the current situation represented a "market failure".

Defence Secretary Ben Wallace added that the sanctions - which are set to come into effect in September - had specifically been designed to force the UK into a rethink.

"It is a better set of sanctions than the earlier set, and it's specifically clearly designed in a smarter way to put countries that have high-risk vendors - specifically Huawei - under greater pressure."

The sanctions forbid Huawei and the third parties that manufacture its chips from using "US technology and software to design and manufacture" its products.

One consequence of this is that the company could lose access to software it relies on to design and test its processors as well as being able to put some of its most advanced chips into production.

The US cites national security concerns as the cause for its intervention. American politicians have suggested that Beijing might exploit Huawei to spy on or even sabotage communications.

And this Tuesday, the Federal Communications Commission also designated Huawei a national security risk, blocking local telecom companies from drawing on the agency's funds to buy the Chinese firm's equipment.

Prime Minister Boris Johnson is preparing to begin phasing out the use of Huawei Technologies Co. equipment in the U.K.’s 5G telecommunications networks as soon as this year, a person familiar with the matter said.

A report from the National Cybersecurity Centre concluded that new U.S. sanctions mean Huawei will have to use untrusted technology, making security risks impossible to control, according to the person, who confirmed a story in the Sunday Telegraph newspaper.

Officials are drawing plans to speed up the removal of existing Huawei kit, although an exact timetable is yet to be set, said the person, who asked not to be named discussing unpublished proposals. No date has yet been set for a cross-government discussion at the National Security Council.

“If the U.S. imposes sanctions, which they have done, we believe that could have a significant impact on the reliability of Huawei equipment and when we can use it safely,” Culture Secretary Oliver Dowden told Sky News on Monday when asked about the prospect of phasing out Huawei. “If it’s appropriate to change policy, we’ll clearly make a statement to the House of Commons when we’ve been through that and made a decision,”

Speaking later on LBC Radio, Dowden said he’d make a statement on Huawei to Parliament before it rises for summer recess on July 22.

If taken, the decision would mark a U-turn by Johnson’s administration, which in January cleared Huawei to participate in the U.K.’s 5G build-out subject to strict conditions, including a 35% cap on its involvement and a bar on its gear being used in parts of the network deemed sensitive. Ministers argued the U.K. needed diversity in its suppliers, and that any risks involved in using Chinese equipment could be mitigated.

But the decision was opposed by Donald Trump’s administration, which wanted Johnson to impose an outright ban on the Shenzhen-based tech giant, citing concerns that its gear could be vulnerable to infiltration by Chinese spies. The U.K. prime minister also faced growing hostility from opponents within his own Conservative Party, who believed they had the numbers to block any legislation on the matter.

Huawei is a private company.

The CT theories about how the Chinese regime might gain footholds within foreign 5-g networks says everything about how infiltrated our data systems are by US security agencies, and nothing at all about China.

Which is why I think there is a push at all. Huawei denies US security access to internet infrastructure.

Frankly, we should go with Huawei if we want to be sure no foreign infiltration is taking place.

However, your ban effectively prevent Huawei using chips with US IP, invalidating all the work we have done qaing them, and radically forcing up our costs.

It's effectively a trade sanction on the UK. In a fair world we should retaliate on Cisco made network gear and only buy Ericson from now on.

You can thank Trump if you like. Huawei simply cannot put backdoors into its technology due to the potential backlash. The degree of scrutiny it is under would make that corporate suicide.

The same cannot be said of US companies.

This is about the NSA etc not wanting to be locked out of backdoor access to internet infrastructure.

Those shares have no control over the company. The CEO can veto any decisions made by the board. The board and CEO are private citizens. The CEO controls the company.

My assertion is that Huawei is under heavy scrutiny and that any backdoors are very likely to be uncovered.

The company has nothing to gain and a lot to lose by inserting back doors.

What information are you suggesting Huawai is giving the PRC anyway?

This is the US government projecting its flaws onto others and is trying to maintain its backdoor access by blocking a company that will not give it such access.

LONDON/BEIJING (Reuters) - U.S. President Donald Trump said he was responsible for Prime Minister Boris Johnson’s decision to ban Huawei from Britain’s 5G network, a remark that London brushed off and Beijing said said proved the British move was political.

Johnson on Tuesday ordered Huawei equipment to be purged completely from Britain’s 5G network by the end of 2027, risking the ire of China by signalling that the world’s biggest telecoms equipment maker was not welcome in the West.


Washington had long been pressing for such a step, and is still calling on other European countries to make similar moves.

“We convinced many countries, many countries - I did this myself for the most part - not to use Huawei, because we think it’s an unsafe security risk, it’s a big security risk,” Trump told reporters in the White House Rose Garden.

“I talked many countries out of using it: if they want to do business with us, they can’t use it. Just today, I believe that UK announced that they’re not going to be using it.”

Britain has said that its ban on Huawei is motivated by its own security concerns and by worries that supplies of Huawei gear could be interrupted by U.S. sanctions.

It denied that Trump alone was responsible for the Huawei ban. Asked about the comments, British Health Secretary Matt Hancock said: “Well, we all know Donald Trump, don’t we.”

China said Trump’s remark showed Johnson’s decision was about geopolitics rather than security.

“This once again demonstrates that the relevant bans on Huawei are completely unrelated to national security, rather this is highly politicised manipulation,” foreign ministry spokeswoman Hua Chunying said. “The UK deciding to ban the use of Huawei will hurt the UK’s own interests. The world is big. The UK is a relatively small place.”

As Britain prepares to cast off from the European Union, fears over the security of Huawei have forced Johnson to take sides in the global rivalry between the United States and China.


Trump identifies China as the United States’ main geopolitical rival, and has accused the Communist Party-ruled state of taking advantage over trade and not telling the truth over the novel coronavirus outbreak, which he calls the “China plague”.

Washington and its allies say Huawei technology could be used to spy for China. Huawei has denied this.

Britain has acknowledged that without equipment from Huawei it will take it longer to roll out faster 5G mobile networks. China said investment in Britain will suffer.

“Now I would even say this is not only disappointing - this is disheartening,” said Liu Xiaoming, China’s ambassador to London.

If we go protectionist, we should insist it's built in UK, and Erickson can move production facilities here for the UK delivery if money is no object and we care about controlling and regulating how it's built.

The UK says abandoning Huawei will cause a 3 year delay in rolling out 5G with a higher cost.

Seb, Sort of a higher cost. But not so if you factor in US sanctions and especially the loss of US military assistance.

Now I sincerley hope the UK gets a sweetheart trade deal.But overall keeping close relations with 5 eyes is more important, and it's not as though the US hasn't favored good relations with the UK and helping them out at our transactional expense throughout our history.
