The decision to advertise not using masks was because Trump ignored the whole thing and didn't ramp PPE at all. My mom works at a hospital and the face masks were being locked up with the controlled substances because people were taking them all ... and this was a hospital alone.

So Fauci was forced to tell people not to wear masks in order for healthcare workers to get them.

And only months later when production had ramped up enough (so much that Trump's cronies couldn't just intercept them and resell them for a higher price) did the CDC change its guidelines.

It did hurt trust, but ultimately everything was due to Trump being a fucking idiot.

There was nothing to ramp. Even before Covid hit there was a shortage of masks, gowns and other things in hospitals because China wasn't producing them up to code. Elective procedures were already being put on hold because of the shortage.

There was obviously time to ramp. Not everything is made in China. The gap was eventually met and not just because China had less of a need and started outputting.

The Pandemic Response Team Trump disbanded the year before would've been way better at doing the same job, but he did the best he could.
