Do they really need to connect their pipelines to the internet, though? But if they do, why don’t they use some kind of anti-virus program and other security measures, such as: don’t click on links in emails, don’t insert a usb-stick into the computer, and if somone with a funny British-Indian accent calls and says he needs to help you with your Microsoft Windows computer, just hang up the phone.

jergul would universal jurisdiction considerations be different in a state vs state scenario compared to this sort of "ignored mob style criminal activity" vs state scenario?

NK intelligence hackers battling US intelligence hackers, while being probably more dangerous, doesn't seem the same as the scenario involving these ignored techno mobsters allowed to run amok in Russia pillaging the digital world and now causing state level economic damage.

I assume you mean Biden would issue an EO directing covert action? So in real danger now from a pissed off executive order.

I was not thinking of state versus state action, but rather NK issuing its equivalent of executive or court orders to hund down what it consider to be "ignored mob style criminal activity" in other countries.

Stuff happens occassionally, but do you really want to normalize it?

How come that the US govt could give them their data back? Does the US keep a backup of private companies important and sensitive data? Maybe the US govt hack companies and steal their data, and if anything happens they can call the company and say: ”Hey, we have your data and can give it to you”.

Pipeline paid the ransom $5 million. I guess they figure it's cheap to pay that fix their vulnerability.
Now the hackers can sell their hack to the next criminal gang.
