The other sectors of the economy will have even more corruption than Afghanistan already had. If it helps you feel better, the Afghani economy was and is practically non-existent. Usually, places like this improve when they allow foreigners to come in with their capital and governance within their companies in exchange for paying a higher than usual wage to the locals and taxes to the government. This is generally a long process, and the Taliban is not likely to be too interested, preferring to base their economy on poppy and goats.
