There is also the debate is it only blacks that its OK to use or Hispanics as well who frequently use the term. Or from where you grew up. I can tell you that in N. Philly EVERYONE calls each other and uses the term (almost always nigga) white, black, asian, Hispanic, Semetic etc. I didn't grow up there but I have lived there and frequented the area.
