Probably leads to lower use of dirty needles which will soread diseases and such. It could very well get abused by going from places that give out free needles and going to turn them in too though. Diabetics could cash in.

I think they would do better to widen the group, but I understand why they are limiting it and actually for a pilot episode its probably better. Ive long liked many European recycle plans where you pay an extra 10 cents per bottle and get that back when you recycle it. Similar principle, now look how clean their cities are.
