Paramount Member	Mon Mar 20 16:16:57 I guess he is meaning that the US says (not specifically Kirby in this video, although Kirby may also have said it earlier) that Ukraine is a sovereign nation. But in the video he is saying that a ceasefire is unacceptable. If Ukraine is a sovereign nation then it is up to Ukraine whether they should accept a ceasefire or not.
