Not a silver bullet and the current meta see towns evacuated before combat operations start in earnest anyway.

One problem with Ukraine losing ground incrementally along the entire frontline is the loss of prepared positions just as fall and winter are starting to set in. The position are more than just for fighting. They are also habitation and storage. The quality of fallback positions are variable at best.

Reminder: Ukraine has strategic depth, so territory in itself is not terribly important. Its the stuff that is implicit to Ukraine losing terrain that matters.
