About 200k people from the 5 occupied areas are active combatants and would likely remain so, even after Russia withdrew. The conflict does retain elements of a civil war unless you accept the Russian annexation has russified the Donbass+ forces. Hungary currently holds the EU Council presidency. Orban was mediating in that capacity.

Paramount Member	Thu Dec 26 02:23:38 Kargen Zelensky has outlawed talks with Putin, so Orban was being nice, offering a helping hand in trying to meditate a Christmas truce. If you decline a Christmas truce then you only look stupid when you later complain about attacks on Christmas.
