The issue that Biden faced is that they weren't expecting to lose Ginsburg during Trump's admin, so the move was a gamble with the altered Supreme Court (part of a strategy meant for Hillary's term but which they tried to shove through during Biden's). They therefore lost the OSHA and contractor mandates at the Supreme Court. The CMS mandate, though, succeeded, largely because the conservative justices didn't know what they were looking at. In Trump's case, the strategy is even more effective because he *has* those conservative justices. The other strategy at work is that these EOs are depleting the Bolsheviks of managerial power leading up to Congress' next session. So, by threatening to primary Massie, he's basically asking Massie for some future or present compromise. The issue is that Massie votes on principle, not on compromise, which is why he's so liked by libertarians. Hence, any compromise that Trump might ask of Massie is going to heavily favor Massie's pre-existing positions, otherwise Massie just will not deal. As a test of leverage, though, what is being shown here is that Trump does not have *popular* leverage against Massie, since actual voters do indeed support Massie. The *actual* leverage comes from Trump's alliance with Israel, since it is Israel that has threatened to primary Massie (Israel already pooled enough money to out-spend Massie), so behind-the-scenes Trump is saying that he can call off the Israeli attack dogs if Massie compromises. That said, this Israel leverage is itself small, since Massie is so principled that he has shown that he thinks it's funny to risk losing just to show the world that Israel can interfere with Kentucky's elections so thoroughly that a popular candidate can be removed. That is, there is little leverage with Israel either, since Massie could basically show how Israel operates, which networks are controlled, where Israel's funding goes regarding election interference, and which candidates they select as compliant puppets (whoever runs against Massie is outing himself/herself). Massie did similarly when he publicly exposed AIPAC, which people knew was a foreign and subversive organization but which he highlighted with his office's legitimacy. TLDR: Trump is treating Massie like a normal politician, and normal politicians want to win their next election — so normally this ploy would work as indeed it worked with DeSantis' populist energy (DeSantis is Israel-controlled and backed off).
