Not only did the french fail utterly, very little of their work remaining after a generation of tropical rain... but even if it had not been eroded away their designs were wrong and their steam engines utterly outdated. The US very nearly started from scratch. To be fair the US benefitted from an extra 20 years of industrial revolution and more importantly the discovery of mosquitos as the cause of disease. Unclear if the US could have done better in 1880.
