Oh and he does understand there would be upgrades because they (the administration) has already indicated it would need a complete makeover to meet security requirements. With Boeing being unable to deliver on their contract why not take a plane near ready to go in the meantime? And the 400 million is cheap compared to the 7 billion it will cost for two planes from Boeing.

They are being converted from two 747-8s that were supposed to go to Russia but the deal fell through. It's all the modifications that are taking forever. The same modifications that this new plane would have to undergo. -
