They just don't have enough evidence to arrest him and interview him under caution. Yet. On the other hand the emails have him cold for misconduct in public office by sharing confidential info. That said I doubt that will lead to charges - notoriously hard to bring prosecution on that basis. So I suspect the idea is arrest and interview under caution for this change to further the sex trafficking investigation.
