TBH, GWB had the best policy.

Basically, Cuba sends Dr's all over the world, makes money from this, but also holds their passports so that the Drs dont leave.

GWB had a program to offer them US citizenship.

Yeah Trump is trying to block poor countries from trading for Cuban medical aid.

He of course has no intentions of making up for their loss of care because he couldn't give less of a fuck if they all die.

Trump doesn't give a fuck about slavery. Trump refuses to pay people for work they do for him all the time. The only thing Trump gives a fuck about is domination. He sees Cuba isolated and vulnerable, and that means its time to rape it.

I mean, this goes to the root problem with communism, its not in the best or self interest of the individual unless your a politician.

The argument they put out is that they invested in the person so they now owe it to the state for the rest of their life.

The bonuses they get are equivelant to shawshank redemption.
