You almost want welders glasses to look at it, even in little test strands. Combine it with the exact right other chemicals and a properly dimensioned nozzle and you get a good rocket motor. Sure it could be wrong but a containier ship dumb/desperate enough to go up against an arliegh burke was very likely up to no good. It's like an innocent person doesn't generally run from an armed cop. So there's no real reason to doubt this. At worst it's some retarded journalist or bureacratic seb mistaking sodium perchlorate(an ammonium perchlorate precursor) for actual AP.
