The deal seems to codify the same thing the US, Russia and Canada are doing in the arctic. No transit tariffs, of course not. That would be against UNCLOS that at least Canada has signed. But there are service fees as everyone considers the arctic passages to be internal waters along the same lines Iran is arguing. So yay! Service fees. Not tariffs, silly. We are calling it something different, so it is different.

There's not even an obligation to reimplement the enhanced safeguards.
