The US Strategic Petroleum Reserve fell below 300 million barrels for the first time since 1983 on Monday, as Brent crude prices spiked after Middle East negotiations stalled.

Washington has leaned heavily on reserves since the US-Iran war began, raising concerns about depletion. Meanwhile, China has been able to turn its own appetite for crude imports on and off with little noticeable effect on growth: “We don’t really know how they did that,” Bloomberg’s Javier Blas told Columbia Energy Exchange, adding that China, more than any other country, is “really truly… embracing all of the above,” leading in both emissions and green energy.

Beijing’s ability to control oil prices is now unrivaled, The Economist argued, suggesting “China is the new OPEC.”

It's not that big of a mystery. China has been working it's ass off for over 10 years now to diversify energy needs beyond oil/coal. They have such a massive amount of renewables and growing electric vehicle segment that they can largely absorb the loss of crude oil without significant impact.

In practical terms is actually empty.

It's getting to the point the oil/water mix on extraction hits declining returns.

Not entirely true. Delta T is SPR storage causes some rotation. The commercial tanks have the gunk problem and are close to practically empty. The pipe system the US uses is gravity assisted, but is reaching critical mass. Not enough oil to keep the pipes operating in their normal mode.
