Now in a surprising display of less-than-total incompetence the sebs managed to stop both attacks, so we must give them some credit, but I ask you: wouldn't it be a lot easier and safer to just not import terrorists?

That's only possible if they were nearby on standby. Sounds like the police were already present at standoff distance and this was some kind of intelligence op that was disrupted when the farmer spooked the gang. It's possible they wanted to catch them at a very specific point both for safety and to better expose Iran. Not clear to what extent US involved but if we were aware the US would have been informed of a threat to their base.

Terrorism is an appropriate basis for holding them and likely what they will be charged with, the prosecution and defence will make their cases and a jury will hear them out.

They probably thought they were doing some shady county lines drug stuff (don't ask, don't tell). No other reason they'd be released on bail. That would explain why the police and intelligence services were letting them drive vans of explosives around rather than intervening earlier: UK intelligence was likely aware of that part of the plot, but wanted to try and trace them to a rendezvous with the main perpetrators. The farmer unwittingly buggered things up by blundering across them in the middle of the night, triggering the armed police to move at an earlier point than expected. They'll probably be tried as accessories.
